The cling test. Scoop mortar onto the trowel and flip it upside down. Correct mortar clings for a moment, then drops in a clump. Too-wet mortar slides straight off. Too-dry mortar falls away in dusty pieces.

Why there is no pass or fail number
You may look for a target figure and find none. That is on purpose. There is a lab test, ASTM C780, that measures consistency by cone penetration, but it is a quality-control method for specified work, not something you run on a spot board.
Field mortar has no pass or fail criteria for a simple reason: the moment mortar touches a brick or block, the unit starts pulling water out of it, so its properties change on contact. A batch that is a little wetter suits a dense, low-absorption block, while a stiffer batch suits a thirsty, high-absorption brick. - It squeezes out too easily under the brick and needs constant striking. It has gone or stayed too wet.
- The bed will not hold the brick to line. Too wet and it sinks; too dry and it will not bed at all.

Different jobs, different consistency

Laying brick. A soft, plastic, cohesive mortar that beds easily and lets you tap the brick to line. This is the classic peanut-butter body.

Hot days and thirsty units
Two conditions push you toward a slightly wetter starting mix, then a faster stiffening once the mortar is down.
On a hot, dry, windy day, water leaves the mortar fast, so a batch that looked right at the tub can stiffen on the board within minutes. Mix smaller amounts and expect to retemper evaporated water sooner.
With very absorbent units, dry clay brick especially, the unit sucks water out of the bed the instant it lands. Many masons lightly dampen thirsty brick first so the mortar keeps enough water to bond and cure rather than being drained dry. A dense concrete block does the opposite and needs a firmer bed.
Picture the same batch on two walls. On a hot day against dry, high-absorption brick, a mortar that looked spot-on in the tub can go stiff and short the moment it beds, so you start it a touch wetter and dampen the brick.
